Counter-sabotage

Preventive personnel-related counter-sabotage was introduced in response to the 9/11 terrorist attacks in the USA. Its purpose is to protect facilities against potential perpetrators coming from within such facilities, the impairment of which could seriously threaten the health or lives of large segments of the population, or which are essential to the community's functioning. This includes the security of energy supply and telecommunications. The same applies to disruptions of facilities that ensure the functioning of the Bundeswehr (German Federal Armed Forces).

To prevent individuals who might pose a threat to security from being employed in such sensitive fields, this group of persons is also subject to security vetting.
