Who engages in espionage?

There are various foreign intelligence services engaging in espionage activities in Germany, and they sometimes use clandestine methods. Their activities differ in intensity and in the objectives pursued.

BfV's counter-intelligence focuses on the intelligence and secret services of the Russian Federation, the People's Republic of China, Iran, the Republic of Turkey and several other states of the Middle East. In principle, however, the Counter-Intelligence Department will investigate into any illegal intelligence activities carried out by foreign countries. These so-called "360-degree investigations" may also target Western intelligence services if their activities go against German interests.
