Ernst Stehl was born on 15 February 1957 in Linnich in the district of Düren. He studied law in Bonn. He completed his legal traineeship in the OLG (Higher Regional Court) district of Cologne in 1986, taking the 2nd judicial 'Staatsexamen'.

Between 1986 and 1987, he worked as a policy officer in BfV's counterintelligence and other areas. In 1987, he left for the Federal Ministry of the Interior (BMI), working there till 1991 as an executive officer in the constitutional department and other areas.

In 1991, Mr Stehl started to work at the Federal Chancellery and became personal adviser to the then chief of the Federal Chancellery, Friedrich Bohl. In 1999, he returned to the BMI. As a Director, he was i. a. head in charge of the Training Division 'Executive Staff Development / Human Resources Management' of the Federal Academy of Public Administration. In 2007, he was transferred to the Ministry of School and Education Affairs of the state of North Rhine-Westphalia. There, he was promoted to be 'Ministerialdirigent', and headed the Department for Strategic Education Affairs, Human Resources and Organisation. In 2011, Mr Stehl returned to the BMI and took over, in the rank of a 'Ministerialdirigent', the position of Deputy Head of the Sports Department, which he held until 2014. In 2014, Mr Stehl became head of the Administrative Law Directorate.

Since 1 April 2016, he has been Vice-President of the BfV.
