Hans-Georg Maassen has been President of the Bundesamt für Verfassungsschutz (BfV) since August 1, 2012. Prior to that position, he headed the Counter-Terrorism and State Security Staff at the Federal Ministry of the Interior for four years. Between 2001 and 2008, Mr Maassen was responsible for the German policy on foreigners at the Federal Ministry of the Interior, heading the legislative work for the fundamental reform of the law on foreigners. In 2004 and 2005, he additionally acted as the personal representative of the Federal Minister of the Interior Otto Schily for the parliamentary inquiry committee of visa issues in German missions abroad.

Another important stage in his professional career was his appointment to Private Secretary of the State Secretary for Security Matters. In that position, he worked for the State Secretaries Schelter and Schapper between 1998 and 2001. Before taking on that task, Mr Maassen was in charge of countering organised crime and drugs trafficking, areas of responsibility of the Police Directorate. Prior to that, he held various positions in the Law on Foreigners Directorate and the Constitutional Law Directorate.

Before joining the Federal Ministry of the Interior in 1991, Mr Maassen had worked as a lawyer in the fields of antitrust law and company takeovers at a lawyer’s office in Düsseldorf.

Mr Maassen studied law at the universities of Cologne and Bonn, completing his studies with the second state examination in law and a PhD (summa cum laude). In his PhD thesis, which was supervised by Professor Schiedermair in Cologne, he dealt with a topic in the field of international law. During his studies, he held a scholarship of the Studienstiftung des deutschen Volkes (German National Academic Foundation).

Since 2001, Dr Maassen has been a part-time lecturer at the Department of Law at the Freie Universität Berlin (Free University of Berlin). He continues teaching at his university teaching activity in addition to his main profession. Furthermore, he used to teach at the European Studies course in Berlin for many years and also held guest lectures at the Law School of Tokyo Tsukuba University for several years. Due to his workload as BfV President, however, he unfortunately had to give up this teaching activity. Dr Maassen has written several law books and essays on the law on foreigners, on nationality law, legislative drafting, and on constitutional law. Between 2005 and assuming the office of BfV President, he was the editor of the Zeitschrift für Ausländerrecht und Ausländerpolitik (Magazine for the law on foreigners and foreigners policy).

Hans-Georg Maassen was born in Mönchengladbach close to the Dutch border on November 24, 1962. He is married to a linguist. In his free time, he is a long-distance runner and studies the philosophy of Arthur Schopenhauer and Friedrich Nietzsche.
