AfV - Academy of the German domestic civil and military intelligence services

The Akademie für Verfassungsschutz (AfV - Academy of the German domestic civil and military intelligence services) was founded in 1955. Since then, it has developed into a joint educational institution of the community of the German domestic civil intelligence services and of the Amt für den Militärischen Abschirmdienst (MAD - Military Counterintelligence Service).

Supervisory control is exercised by a board of representatives of the Federal Ministry of the Interior, the Federal Ministry of Defence, and the Federal States' ministers and senators responsible for interior affairs. Administrative control lies with the senior management of BfV and MAD, within their respective areas of responsibility.

Tasks of the Akademie für Verfassungsschutz

AfV has been tasked with providing in-service training with a specific domestic intelligence or military counterintelligence background. The in-service training is composed of preparatory courses, basic and advanced training courses, seminars and courses on special issues. The in-service training programme is aimed at creating conformity in basic issues and work methods, an efficient co-operation of the security authorities, and a timely adaptation to changing requirements.

The main subjects taught include

  • Public, constitutional and administrative laws

  • Criminal law and law of criminal procedure

  • Intelligence law

  • Right-wing and left-wing extremism, extremism of foreigners

  • Counter-terrorism

  • Counter-espionage, protective security and counter-sabotage

  • Collection and analysis of intelligence information

  • Management and communication skills

  • Operational information and intelligence technology

  • Basic training for new MAD personnel

  • Operational protection for MAD personnel assigned for missions abroad.

In addition to in-service training, AfV provides the two-year career training of candidates for a career as intermediate non-technical administrative civil servants at BfV (flyer "The intermediate civil service career"). Moreover, AfV lecturers are involved in BfV's three-year career training for the higher intermediate non-technical administrative service (flyer "The higher intermediate civil service career") provided by the Fachhochschule des Bundes für öffentliche Verwaltung (Federal University of Applied Administrative Sciences).
